"The woman said she was arrested in retaliation for blowing the whistle on her estranged husband's sister, Baldwin Park Police Chief Lili Hadsell, and suspended West Covina sex crimes investigator Tyler Kennedy.
The woman said Kennedy propositioned and harassed her after he was assigned to investigate a rape complaint she filed against her estranged husband.
She said Hadsell told her not to report an alleged incident of spousal rape."
