Learning Experiences:
1) Sometimes people get rewarded for bullying behavior.
2) Sometimes, for a complex variety of reasons, people find it easier to just "go along" with a culture and keep their heads down then to make changes.
3) Monetary reward is not a substitute for treating people fairly.
