Clearly, this is miserable, although good for the bystander who had the presence of mind to film it.

This reminds me of a story I heard back in the '90s from someone who had to witness a woman get shot and killed by police in the chain grocery store he worked in. I don't think anyone was charged with murder in that case, either. (But I wonder if the grocery store had a video camera.)

And then there's all the domestic violence killings, gang fights, robberies, random people shooting up schools because their love interests won't go out with them, people getting killed as they're trying to cross the border...If you even try to look at it all, it certainly is a horrible, violent world.
