Budd said she and other women in the Border Patrol were raped as a rite of passage and faced a backlash if they complained. She pointed to the sexual misconduct cases that have been filed against agents over the years.

Budd wrote a book three years ago titled 'Against the Wall: My Journey from Border Patrol Agent to Immigrant Rights Activist.'
