People only try to control the way women and girls dress for their own preferences and not for the women and girls' safety. People who are prejudiced against women and girls have inherited misogynistic attitudes about women and girls from either their family or from their society or both.
Women do not get harassed or assaulted because of how they were dressed, or because they were asking for it by how they were dressed. The majority of the time, they do not get protected from those bad things happening based on how they dress. Many bad things have happened to women when they were just wearing pants and sweatshirts and were not trying to attract any attention whatsoever.
But there is an entitlement mentality that many people were trained to go along with and it's not out of caring or concern. It's just out of fear and coercion and pressure. They have been bullied into being obedient and trying to go along with prejudiced people. People who have been bullied are more likely to bully others.
