"My point of departure is that genocide can be recognized when a certain group is turned into a 'problem' to which violent 'solutions' are offered in the form of expulsion, concentration, forced vulnerability, incarceration, murder, destruction, and extermination. A genocidal regime is one that produces, cultivates, trades, uses, and legitimizes these forms of violence while at the same time socializing its citizens to see them as necessary for their protection and well-being.
