On a personal note, I feel sorry that when I went on a brief grocery run yesterday, I saw a woman who was wearing heavy clothing, yet barefoot, hanging around outside of the grocery store, not saying much, looking like she might have come from a village, or was ousted from a camp of migrant workers because she cannot labor anymore, and I felt I did not have the resources to help, and feared that even to give her crackers or water would not go well because what if they thought she stole it? And all the masses going in and out of the store seemed to also not know what to do, and I was one of them, too, and could I have called anyone to ask, can you shelter a shoeless woman who seems not able to easily communicate...?
