It feels like the terrible consequences of genocide and fascism start with the small choices that some make when they exclude or discount others in order to feel more safe or more protected.
Vulnerability might be a reason. If some people who were encouraged to be tough start to feel vulnerable, they don't feel very safe, so then they feel the need to be in control...
